Various Licenses and Actions Rights are required to make DPE work effectively.

DpeSubclipEditor.ReadAllEnables visibility of subclips created by other users. If not granted only own subclips area displayed.

DpeSubclipEditor.WriteOwn Enables saving changes to subclips, owned/created by current user. This right allows also to save new subclips, as all new subclips are own by current user.

DpeSubclipEditor.WriteAll Enables saving changes to all subclips, owned/created by any user.
