This happened on Windows Server 2008 R2 but can supposedly happen on other operating systems as well. It turns out that this problem was caused by a previous installation of Adobe Reader 9.5 which modifies parts of the Windows Installer package in a way that is incompatible with the DBM setup. Removing/De installing Adobe Reader 9.5 and then executing the DBM setup works fine. It is currently unclear if newer versions of Adobe Reader do have the same problem.
