CCD-44023/OIA-4094: A new parameter “Dead time for scanning node children” was introduced. It is a workaround for the problem that the dll cannot reliably detect the end of the node enumeration of a device and might stop the scanning of the EmBER+ tree too early. See the tech manual for more info.

OIA-4094: The dll calls the callback function OnModuleStateChanged now when the IP connection state changes and when tree scanning starts or ends.
